Chevrolet recommends that for all oil changes in the 1999 Chevy Silverado 1500, ACDelco full synthetic 5W-30 motor oil is used.
I have done the work for you and found genuine oil and filter products on Amazon to make it that much easier for you. Unfortunately the oil filters for some of these filters do not seem readily available online.
The 1999 Chevy Silverado 1500 requires 5W-30 engine with a capacity of 4.5 q for the 4.3 L engine and 6.0 q for all other engines. See the chart below for links to products.

For the engines that use 5W-30, during extreme temperatures and operating under -18F, 0W-30 oil can be used in its place. It is important that no additives are put into the engine oil. In addition, 10W-30 can be used for over -18F if necessary.
